La incidencia de la nueva financiación de las haciendas autonómicas españolas: El caso de los servicios de sanidad

Abstract

RESUMEN En el trabajo, después de explicar el escenario de descentralización fiscal español, se efectúa una revisión de las últimas modificaciones en el nuevo modelo de financiación autonómica creado por la Ley 21/2001 y suscrito en el Consejo de Política Fiscal y Financiera desde la perspectiva de la corresponsabilidad fiscal y la solidaridad interregional. El trabajo se centra en estimar los recursos financieros empleados en este nuevo sistema tanto en el año base (1999) como en los posteriores. Finalmente, se hacen algunas consideraciones sobre la incidencia de la integración de la sanidad a raíz de la última reforma del sistema de financiación autonómico, en términos de la cesión de cestas de impuestos en la base tributaria propia de las regiones para poder financiar dicha competencia. ABSTRACT In this work, after explaining the framework of fiscal decentralisation in Spain, we carry out a review of the latest modifications in the new model of autonomous communities financing created by Act 21/2001 and suscribed in the Fiscal and Financial Policy Council from the stand-point of fiscal co-responsibility and interregional solidarity. The article focuses on the study of financing resources used by this new model in 1999 and in the middle-term. Lastly, we examine a few considerations with regard to the incidence of the integration of health in the new general autonomous commmunity financing, in terms of the assignment of fiscal room in the tax basis of the regions in order to finance transfers of health.
