Abstract
RESUMEN En este trabajo, una vez examinada la dinámica de la financiación autonómica desde su puesta en funcionamiento, llevamos a cabo una valoración general del nuevo modelo, resaltando sus principales virtudes y limitaciones. En este sentido destaca que es la primera vez en la historia de la financiación autonómica que se ha alcanzado un acuerdo unánime entre todas las fuerzas políticas de nuestro país para aprobar un modelo de distribución de los recursos financieros entre la Administración Central y la Autonómica. En ese sistema que entró en vigor en enero de 2002, ha de destacarse la introducción de un nivel aceptable de autonomía financiera, a la vez que presenta un carácter de permanencia, pues se elimina la necesidad de renovación del sistema cada cinco años. ABSTRACT In this work, once examined the dynamics of the regional financing from their setting in operation, we carry out the new model s general valuation, standing out their main virtues and limitations. In this sense it highlights that it is the first time in the history of the regional financing that an unanimous agreement has been reached among all the political forces of our country to approve a model of distribution of the financial resources between the Central Administration and the regional one. In that system that he went into effect in January of 2002, he must stand out the introduction of an acceptable level of financial autonomy, at the same time that it presents a permanency character, because the necessity of renovation of the system is eliminated every five years.
