Abstract
ABSTRACT Until now the processes of rural tourism planning carried out by the Public Administrations have forgotten a key aspect to prioritize the concession of grants: the localization of rural tourist activities. The purpose of this article is to define a model of multicriterion zonal hierarchy that allows the incorporation of the factor of the localization of rural tourist activities as a new valuation criterion to be considered when conceding grants. The model is based on the combination of two techniques of analysis: AHP and PROMETHEE II. The model is applied to the strategic planning of rural tourism in Andalusia. The procedure proposed can be extrapolated to other processes of planning.
