Abstract
RESUMEN El objetivo de este trabajo es doble: valorar la situación de la financiación de la enseñanza no universitaria en España en relación con otros países y analizar las diferencias en el gasto público en educación no universitaria por regiones. En cuanto a la descentralización del gasto público educativo no se puede hablar de una tendencia clara a nivel internacional. Del estudio del gasto público destinado a enseñanzas no universitarias se deducen dos conclusiones importantes. La primera se refiere a que, en términos comparados con la OCDE, el incremento en los últimos años del gasto público en educación no universitaria ha sido discreto. La segunda hace referencia a la comparación del gasto público educativo por población relevante (3-18 años) que revela distinta igualdad de oportunidades a la hora de recibir educación y diferencias considerables en la calidad del servicio ofertado por Comunidades Autónomas. ABSTRACT The aim of this paper is to evaluate the situation of non-university funding in Spain in relation with other countries and to analyse if differences in non-university expenditure are very important among Spanish regions. In terms of decentralization on educational expenditure, it is not possible to speak about a clear trend worldwide. From the study of non-university public expenditure, two important conclusions can be deduced. First of all, in comparison with OECD countries, the increase in the last years of the non-university public expenditure has been discreet. Second, the public expenditure per student in these levels reveals different equality of opportunities at the moment of receiving education and considerable differences in the quality of the education service offered by Spanish regions.
