ABSTRACT The aim of this paper is to evaluate the situation of non-university funding in Spain in relation with other countries and to analyse if differences in non-university expenditure are very important among Spanish regions. In terms of decentralization on educational expenditure, it is not possible to speak about a clear trend worldwide. From the study of non-university public expenditure, two important conclusions can be deduced. First of all, in comparison with OECD countries, the increase in the last years of the non-university public expenditure has been discreet. Second, the public expenditure per student in these levels reveals different equality of opportunities at the moment of receiving education and considerable differences in the quality of the education service offered by Spanish regions.
