Los tributos cedidos en el nuevo modelo de financiación autonómica: un enfoque retrospectivo y prospectivo desde Andalucía y Cataluña

Abstract

RESUMEN El Consejo de Política Fiscal y Financiera aprobó por unanimidad, el 27 de julio de 2001, el nuevo sistema de financiación autonómica vigente desde enero de 2002. Este trabajo pretende valorar esta última reforma desde la doble perspectiva de las Comunidades Autónomas de Andalucía y Cataluña. Se hace un análisis retrospectivo de la situación anterior a la reforma de ambas Comunidades. A partir de ahí se analiza como afectará esta nuevo modelo de financiación a dos comunidades que perteneciendo al mismo grupo, las del artículo 151 de la Constitución, muestran grandes disparidades socio-económicas. Además se han elegido estas dos comunidades por su importancia en cuanto al alto porcentaje de población que representan sobre el total del Estado (18% en el caso de Andalucía y 15% en el de Cataluña); ambas Comunidades representan más de la tercera parte del total de la población española. ABSTRACT The Fiscal and Finance Board passed unanimously, on July 27th,2001, the new system of autonomous finance in force since January,2002. This work means to value the last reform from the double perspective of the Andalusia and Catalonia autonomous communities. We make a retrospective analysis of the situation before the reform of the two communities. From there, we analyze how it will affect this new model of finance to the communities that they are belonging to the same group, the communities of the 151 article of the Spanish Constitution, but they show big differents socioeconomics. We have chosen these two communities because the percentage of the population is very high over the total of Spain population (18% in the case of Andalusia and 15% in Catalonia); the two communities represent more a third of the spanish population.
