Abstract
RESUMEN En este trabajo se describe de forma restropectiva el largo y complicado proceso recorrido por Andalucía para acceder a la autonomía política, reflexionando sobre su constitucionalidad. Se resalta su importancia en el diseño final del Estado Autonómico, ya que contribuyó a una distribución territorial del poder homogénea, abriendo la posibilidad de que todas las autonomías pudieran aspirar al autogobierno pleno, aparentemente circunscrito a las nacionalidades históricas. La decidida voluntad de autogobierno del pueblo andaluz obedeció a una concepción instrumental de la autonomía como una herramienta para favorecer el desarrollo socio-económico, que debería seguir siendo fomentada. Finalmente, se valora la conveniencia de proceder a una reforma estatutaria, transcurridos veinte años desde la aprobación del Estatuto de Autonomía para Andalucía. ABSTRACT In this work it is described retrospectively the long and complicated process that Andalusia had to follow in order to access to the political autonomy, considering its constitutionality. It is emphasised its great importance for the final design of the State of Autonomies, because of its contribution to a homogeneous territorial distribution of power, opening up the possibility that all the autonomous communities could aspire to a full self-government, apparently limited to the historic nationalities. The determined self-governing will of the andalusian people was due to an understanding of the autonomy as an instrument to promote socioeconomic development. This conception should continue being defended nowadays. Finally the work closes with some brief comments on the advisability of a statutory reform, lapsed twenty years since the approval of the andalusian statute of autonomy.
