El diseño decisional en la designación de jerarcas de instituciones de control en Costa Rica: el caso de la Defensoría de los Habitantes

Abstract

La designación de los jerarcas en los órganos de control político reviste una pieza fundamental tanto para el perfil democrático de un sistema político como para el funcionamiento de sus instituciones. Es imprescindible el diseño de reglas que en forma anticipada genere la confianza acerca de la pertinencia, la rectitud y la idoneidad en el modelo decisional respectivo. Este artículo es producto de la investigación "La modelación de asuntos públicos basado en la Teoría de Juegos", inscrita en la Vicerrectoría de Investigación de la Universidad de Costa Rica (213- A6-015), la cual pretendió modelar situaciones de decisión basada en la teoría de juegos; particularmente, este artículo realiza una propuesta de análisis del diseño institucional que finalmente culmina con la elección de la médica Quesada Tristán, al frente de la Defensoría de los Habitantes, en el año 2005.
