Una propuestra técnico-conceptual para el diseño organizacional en la administración pública

Abstract

Dentro del lenguaje técnico-administrativo con que cuentan las instituciones públicas en Costa Rica, se denota el uso indiscriminado de cierta terminología que ha venido afincándose a lo largo del tiempo sin que se le haya brindado la fundamentación adecuada para que pueda ser de uso colectivo. Nos referimos a los términos empleados en los procesos de organización o reorganización estructural de las instituciones públicas dentro de los cuales reconocemos: Gerencia, Dirección, Departamento, Sección, mismos que tal y como se presentará en el presente artículo, revisten cualidades no semejantes, si no que únicamente cercanía; por lo que resulta indispensable proveer una acepción revestida de racionalidad administrativa, pragmática, capaz de ahora sí, emplearse en apropiadas estrategias de modernización y adaptabilidad de nuestra administración pública.
