Los cuadros gerenciales en la administración pública: un segundo acercamiento sobre capacitación, formación y otras cuestiones

Abstract

Los cuadros gerenciales pertenecientes a la Administración a la fecha no logran desempeñarse adecuadamente, sea por cuestiones de nombramiento político, formación académica, capacitación, actualización de conocimiento y(o) desarrollo de competencias. No obstante, existe un altísimo nivel de responsabilidad en los desaciertos antes indicados, el cual debe ser endilgado directamente al ápice jerárquico gubernativo, por cuanto no se vislumbran ánimos o estrategias de orden técnico-legal por solventar la situación planteada, muy a pesar de que existe toda una gama de herramientas ya dispuestas para arribar a soluciones integrales, y más importante, de carácter totalmente autóctono.
