Breve historicidad y encuadre técnico-jurídico para el ejercicio de la dirección gubernativa

Abstract

La capacidad de dirigir un Aparato Estatal, independientemente del país del que se trate, ostenta una serie de particularidades que deben ser entendidas por los funcionarios públicos de todos los estratos, tanto por aquellos ubicados en el ápice jerárquico político, como por los se hallan en niveles más operativos o de carrera administrativa. En el caso de Costa Rica, aun existiendo todo un marco referencial de naturaleza teórica, jurídica, técnica y, si se quiere, socio-histórica, el ejercicio de la dirección gubernativa no termina de consolidarse, por lo que un breve abordaje sobre algunas de las consideraciones que circundan dicha temática, se espera que resulte de utilidad para todos aquellos involucrados en las decisiones gubernamentales, al igual que a investigadores y estudiosos de la fenomenología propia de la Administración Pública.
