Abstract

Un recuento crítico de lo que el autor considera ha sido una pérdida de esfuerzo y energía de Costa Rica para salir del desarrollo inestable vivido en las últimas cuatro décadas, a partir de la indolencia e incumplimientos colectivamente incurridos con respecto a la actividad de dirección y planificación gubernativas visionariamente consagradas en la Ley de Planificación Nacional No. 5525 de 1974 y en la Ley General de la Administración Pública No. 6227 de 1978.
