Gasto en infraestructura escolar y transferencias intergubernamentales en el Perú. Un análisis departamental para el periodo 2007-2016

Abstract

El presente artículo forma parte de una serie de trabajos que se están emprendiendo en la Escuela Nacional de Estudios Superiores - Morelia de la Universidad Nacional Autónoma de México (ENES-Morelia UNAM) con la finalidad de contribuir al estudio de las condiciones en que buscan su bienestar los migrantes mexicanos en los Estados Unidos, la cual se ha hecho en colaboración con la United Food and Comertial Workers-Local 881, UFCW – 881, organización sindical que agrupa a un sector del gremio de trabajadores de los supermercados en Illinois y cuya membresía está compuesta en parte por trabajadores migrantes de origen latinoamericano, mayormente mexicano. Dentro del mismo se pone a prueba el concepto de superexplotación del trabajo con la situación laboral del gremio en cuestión, y se analiza a la vez, la situación por la que pasa la demanda histórica de las ocho horas de trabajo, justo en la ciudad donde se dio a conocer a todo el mundo; una demanda supuestamente ganada pero que atraviesa por uno de sus peores momentos. Este par de situaciones, superexplotación del trabajo y jornada de ocho horas, se observan en contraparte a la actividad sindical, donde se tomó como ejemplo la UFCW-881.
