Abstract

This study explores the potential for cooperation between the Gorontalo government and foreign investors in leasing Saronde Island, Indonesia, using qualitative analysis of public discourse on social media platforms (Facebook, X, Instagram). Findings reveal that while foreign investment promises economic benefits, including job creation and infrastructure development, it raises concerns about environmental sustainability, governance inefficiencies, and marginalization of local communities. Themes identified include economic feasibility (42%), environmental sustainability and regulations (29%), social impacts and community involvement (17%), and governance challenges (12%). The study highlights the imbalance between economic growth narratives and institutional weaknesses, underscoring the need for transparent governance, inclusive stakeholder engagement, and sustainable tourism planning. Policy recommendations include adopting public-private partnership (PPP) models, strengthening regulatory frameworks, and ensuring cultural preservation and equitable benefit-sharing. Future research should incorporate stakeholder interviews and comparative case studies to refine investment strategies that align economic, environmental, and social priorities.
