Abstract

[fre] La formation du capital humain. Gestion par le marché ou gestion par l'État. . Cet article examine rapidement les difficultés que rencontre la gestion publique des systèmes de formation. Les problèmes de la gestion du fonctionnement interne de ces systèmes sont examinés à partir de comparaisons internationales et d'exemples empruntés au cadre national. Ces difficultés sont liées à la faiblesse de la justification, de l'évaluation et du suivi dans le secteur public, où il convient de trouver un substitut à l'absence de mécanismes de marché pour assurer l'efficacité du système. Dans cette perspective, les instruments des économistes peuvent se révéler spécialement utiles. En continuité, l'article aborde les problèmes plus spécifiques de l'efficacité de l'école par rapport au marché du travail en développant l'argument selon lequel, dans l'examen de ce problème et au niveau des propositions faites pour améliorer la relation formation-emploi, on ne semble pas avoir assez tenu compte des concepts économiques de base et notamment des concepts de marché, de prix et d'avantage comparatif. [eng] Human capital formation : state or market management . . This paper examines the likely difficulties of the management by the state of the education sector. Concerning the operation of the system, the analysis is based on international comparisons and on the French experience. As a whole the difficulties are linked to the weak accountability and justification in the use of the resources mobilized. This arises from the absence of the regulatory mechanisms as those existing in a market oriented activity. Economist's approach and tools (cost-effectiveness, production theory, ...) can be used as a substitute to such mechanisms. In a same line of argument, the article adresses the issue of external efficiency and the relation between education and work. At this level, the paper stresses that labor market signais do exist ; they are often neglegted in the current practice and it may be worthwile to adopt a more classical economist view.
