Abstract

[fre] L'experience française des budgets de programme . . Cet article a pour objet de faire le point sur l'expérience française des budgets de programmes, développée dans le cadre de la rationalisation des choix budgétaires depuis 1968.. Dans la première partie, l'auteur développe, à partir de l'analyse de toute activité administrative en termes de fonction de production, les principes généraux du nouveau système budgétaire et en propose une formalisation en système d'opé­rateurs de programmation. La seconde partie traite de la démarche générale d'élaboration d'une structure de programmes, par l'analyse des finalités et des activités de l'organisation concernée, et du processus de mise en œuvre des budgets de programmes. La troisième partie comprend, au-delà de l'évaluation des résultats obtenus et des principales difficultés rencontrées, la formulation d'un diagnostic global sur l'expérience française. Cette étude conduit à s'interroger sur les conditions de l'implantation ultime du nouveau système budgétaire en France et sur ses rapports avec la planification et l'exécution des décisions publiques. This paper presents a survey of the French experiment in program budgeting, developed in connection with the French version of Planning Programming Budgeting System (i.e. Rationalisation des choix budgetaires) since 1968. In the first section, starting from the analysis of the public sector in terms of production fonctions, the author develops the general principles of the new budgetary System and suggests its formalization info a system of programmation operators. The second section deals with the general process of setting up of a program structure through the analysis of the objectives and the activities of the organization concerned. It also discusses the implementation of program budgeting. The third part includes an evaluation of the results obtained and the main difficulties encountered and beyond that, a general diagnosis of the French experiment. This study raises the question of the final use of the new budgetary system in France and of its links with the public planning and enforcement of public decisions.
