Abstract

[fre] La question de la répartition des aides publiques est au centre des débats que suscite la nouvelle Pac. L'article analyse l'évolution des contextes économique, sociologique et institutionnel depuis les années 1960-1970. Il présente ensuite les trois écoles qui s'expriment dans les syndicats agricoles français : l'école économique, favorable au maintien de la nouvelle Pac; l'école protectionniste qui veut reconstituer un marché européen préférentiel ; l'école de la modulation des aides qui veut égaliser l'accès aux aides publiques. Il conclut à la nécessité de relancer les travaux sur les économies d'échelles en agriculture pour savoir comment la Pac pourrait concilier équité et efficacité. The article analyses the evolution of the economic, sociologie and institutional context. Then, it presents the three schools of thinking which are discussing inside the French farm movement : the economic school supports the new PAC; the protectionist school pretends to rebuild a preferential European market; the modulation school wants to equalize the access to the public support. The conclusion insists upon the interest to study the problem of scale economies in farm sector to precise how the CAP could combine equity and efficiency.
