La gestion de l'offre dans la politique céréalière des Etats-Unis : le cas du blé

Abstract

[fre] Depuis 1973, la politique céréalière américaine rencontre des difficultés : les revenus des céréaliculteurs sont en baisse, et sur le marché mondial des céréales, la part des Etats-Unis diminue. Pourtant, le gouvernement américain semble avoir multiplié les moyens de son intervention sur les prix par le renforcement du stockage puis par des programmes drastiques de réduction de l'offre. Deux éléments expliquent d'après nous l'échec de ces programmes dans le cas du blé : le développement de la production dans de nouvelles régions où la réponse des producteurs à une réduction des surfaces n'est plus la même, et le souci dominant de reconquête du marché mondial. [eng] Since 1973, the US grain policy has met difficulties : farmers incomes are in decline ; the US share of the world grain market decreases. However the American Governement seems to have multiplied the means of his action on prices in developing reserve programs then supply control programs. Two factors explain, from our point of view, the failure of those supply control programs : firstly the extension of the production in new areas where the farmers dont't respond the same way to an acreage reduction program, secondly, the main concern about redressing the US world market share.
