Etat et paysan : la contradiction entre deux systèmes de reproduction

Abstract

[eng] Considering the frequent failure of rural development projects, the question is whether preparatory economic analyses are adequate to anticipate the problems which will arise. An analysis in terms of reproduction would provide a better possibility to measure the contradictions between objectives and constraints of the reproduction system in rural areas on one hand and those of the State on the other hand. The examples of three rural development schemes, in Parana (Brazil) in the Chelif valley (Algeria) and in the OACV area (Mali) show how the reproduction system operates both that of the State and that of the farm economy. The strategic points of the contradictions between the two systems are better perceived by this analysis which also tries to determine the conditions for solving them. [fre] Devant les nombreux échecs que connaissent les projets de développement rural, il est nécessaire de se demander si les analyses économiques qui sont réalisées au cours de leur préparation, ne masquent pas l'essentiel des problèmes réels que va poser leur mise en œuvre. En analysant le projet en terme de reproduction, on peut mieux mesurer les contradictions qu'il devra résoudre entre les objectifs et les contraintes du système de reproduction de la zone rurale d'une part et ceux de l'Etat d'autre part. L'exemple de trois programmes de développement rural, au Parana (Brésil), dans la Vallée du Chélif (Algérie), et dans la zone OACV (Mali), montre d'abord comment fonctionnent respectivement le système de reproduction de l'économie paysanne, et celui de l'Etat. Cette approche permet ensuite de mieux discerner où se situent les points stratégiques des contradictions entre les deux systèmes. Elle tente de déterminer quelles seraient les conditions de résolution de ces contradictions.
