Performation et surveillance du système financier

Abstract

[eng] Supervision of the financial system must take into consideration the effects of management tools and in particular the ones representing risk. Real machinery of the professional finance, management tools have several and simultaneous effects : organizational (control procedures), insti- tutional (international regulatory standards), technical (valuation methods) and cognitive (the way of thinking uncertainty in order to shield oneself against it). The shaping of the financial activities by the technical and mental tools is called performation. It is of the highest importance to have a better understanding of the role of this performation in the 2007-2008 financial crisis to get protected against future crises. . [fre] La surveillance du système financier doit inclure la prise en compte de l’impact des outils de gestion et en particulier ceux qui contiennent une représentation du risque. Véritable machinerie de la finance professionnelle, les outils de gestion transportant une représentation du risque ont un impact à la fois organisationnel (les procédures de contrôle), institutionnel (les normes de régulation internationale), technique (les méthodes d’évaluation) et cognitif (les manières de penser l’incertitude pour s’en prémunir). Le façonnage des activités financières par les outillages techniques et mentaux est appelé «performation » du système financier. Il est de première importance de mieux comprendre le rôle joué par la performation dans la crise financière de 2007-2008 pour se prémunir contre des crises futures. .
