Abstract

[fre] Les responsables de la gestion de la dette publique d’un nombre croissant de pays émergents connaissent des problèmes semblables à ceux de leurs homologues des marchés avancés, en raison des pressions concurrentielles de la finance mondiale et de la nécessité connexe de mettre en oeuvre les pratiques avancées des pays de l’OCDE dans ce domaine. Cet article montre que les normes de l’OCDE concernant la gestion de la dette publique et les opérations de marché correspondantes revêtent donc une grande importance pour la gestion de la dette publique et le développement des marchés obligataires en Afrique. . In an increasing number of emerging market countries, the officials in charge of managing public debt are finding themselves faced with the same problems as their counterparts in mature markets as result of the competitive pressures of global finance and the accompanying need to implement the advanced practices of OECD countries in this area. This article describes the consequent significant importance of OECD standards governing public debt management and corresponding market operations in the context of managing public debt and developing bond markets in Africa. .
