L’économie de la sécurité des paiements en ligne

Abstract

[eng] On line payments' security . Electronics trade developed successfully although on line payments' security is an important problem. Most of projects and initiatives of on line payments have failed. This article tries to explain these paradox. . It deals with specific features of on line payments' security compared with « standard » systems. The author tries to understand the functioning of on line payments' systems and their low success rate. He analyses consumers and operators' behaviours . vis-à-vis the economics of security, especially the consumers' reluctance to pay the cost. At last, he presents challenges that security lays to operators and regulators. . JEL classification : G2, K39, 033 [fre] La sécurité des transactions en ligne constitue un problème important, mais il n'a pas empêché le commerce électronique de connaître un grand succès. Toutefois, les différents projets et initiatives de paiements en ligne ont pour la plupart échoué. L'auteur cherche à apporter ici des éléments d'explication à ces paradoxes en abordant la sécurité sous l'angle de son économie. Il discute d'abord les caractéristiques spécifiques de la sécurité des paiements en ligne, par rapport aux systèmes « classiques ». Il tente, ensuite, de mieux comprendre la dynamique d'ensemble des paiements en ligne et les raisons de leur faible taux de réussite. L'auteur analyse ensuite les attitudes des consommateurs et des opérateurs vis-à-vis de l'économie de la sécurité, notamment la réticence des premiers à en payer le coût. En conclusion, il présente les défis que la sécurité pose aux opérateurs et aux autorités de réglementation. . Classification JEL : G2, K39, 033
