Abstract

[eng] The recent evolution of mutual health insuring in France . In France three actors - mutual firms, contingency fund and insurance companies - complete the French Sécurité sociale benefits. They play a major role for the evolution of the whole system of social welfare and health. For a long time, we believed that the State played the most important role, we now notice that each of present actors has a strategic position. Even if they seem to be marginal, what their role can be decisive on the set’s evolution. In the health field, the mutual solidarity logic is determining for all the system. . JEL classifications : G22, L2 [fre] En France trois acteurs - la mutualité, les institutions de prévoyance et les assurances - agissent en complément du régime de Sécurité sociale. Le « complémentaire » est souvent envisagé comme un enjeu secondaire. En réalité, il joue un rôle premier pour l’évolution de l’ensemble du système de protection sociale et de santé. Après avoir longtemps cru que l’État jouait le rôle de chef d’orchestre, on s’aperçoit à présent que chacun des acteurs présents dans le système a une position de stratège. Même s’il est apparemment marginal, ce qu’il fait peut être décisif sur l’évolution de l’ensemble. Dans le domaine de la santé, le fait que la mutualité puisse imprimer sa logique solidaire et sa politique d’action sur les risques est déterminant pour tout le système. .
