Abstract

[fre] Depuis le milieu des années , on assiste à une remise en cause des modes traditionnels d'organisation des industries de réseaux. Le problème posé est celui de la recherche d'un modèle d'organisation qui permette la plus grande efficacité dans les industries, où la concurrence ne peut pas jouer pleinement. Cet article examine le cas des industries du gaz et de l'électricité. Les différents modèles d'organisation et de réglementation sont passés en revue. Certains de ces modèles donnent naissance à une nouvelle dynamique concurrentielle qui est à la fois inter et intra énergétique. De nombreux marchés, traditionnellement protégés, deviennent contestables et des opportunités sont offertes aux firmes du secteur mais aussi à de nouveaux entrants. Chacun des acteurs est amené à redéfinir sa stratégie d'intégration verticale, horizontale et de diversification. [eng] Since the mid 70's, new forms of organizations have emerged in networks industries. The main purpose for changes is to find out a model wich enables the best efficiency in industries wich are not fully ruled by competition. This paper deals with the organization of electricity and natural gas networks. All the existing models are reviewed. Some of these models give rise to a new competitive dynamic which is at the same time an interfuel competition and a fuel to fuel competition. Some protected markets become contestable and new business opportunites are offered to the traditional energy companies and to new entrants. Each actor has to redefine its strategy in terms of vertical and horizontal integration and diversification.
