Abstract

[fre] La — production au plus juste — (lean production) est apparue dans l'industrie automobile japonaise avant de se diffuser dans d'autres industries d'assemblage et dans d'autres pays. Elle pose diverses questions qu'aborde cet article. Était-ce une réponse au marché ou au contraire une réponse aux politiques d'assistance ? Quel rôle a pu jouer le MITI dans son développement ?À quel point en retour, le succès phénoménal de l'industrie automobile japonaise et de l'économie dans son ensemble a-t-il eu un impact sur le statut du MITI en tant que promoteur de l'industrialisation ? Cet article suit donc le paradigme — technostructurel-évolutionniste — et explore les origines de la production au plus juste en tant que modèle stratégique unique japonais pour les industries naissantes (pratique de la concurrence protégée ou reserved competition) ainsi que les transformations du rôle du MITI à l'heure du globalisme industriel. [eng] So-called "lean production" originated in Japan's auto industry and is spreading to other assembly-based industries as well as to other countries. Was it purely market-initiated or policy-assisted ? What is the role of the Ministry of International Trade and Industry (MITI) in this development ? How has the phenomenal success of Japan's auto industry — its economy as a whole — impacted on MITI's status as a promoter of industrialization ? Adopting a technostructural-evolutionary paradigm, this article explores the origination of lean production, Japan's unique brand of the infant-industry strategy ("reserved competition"), and the changing role of MITI in the new phase of Japan's global industrialism.
