La privatisation des industries électriques en Asie du Sud-Est : causes, modalités et modèle

Abstract

[fre] Principalement à cause du manque de financement public nécessaire à l'expansion de son parc électrique, l'Asie du Sud-Est s'engage fermement dans le mouvement mondial de la privatisation des industries électriques. L'entrée des acteurs privés dans un domaine traditionnellement réservé au monopole national a créé un besoin urgent de revoir les cadres réglementaires existants et d'en définir de nouveaux. Cet article fait le point sur les causes, les modalités et l'état des lieux de cette privatisation, critique le modèle émergeant de l'industrie électrique et analyse les conditions de réussite du programme de privatisation de cette région. [eng] Because of huge capital needs to finance the expansion of their electrical power systems, countries of South-East Asia joined the world-wide movement of power privatization. However, the private participation in a sector traditionally run by public monopolies has created an urgent need of regulation review and redefinition. This article presents the causes, forms and actual state of power privatization, criticizes the new industrial model, and analyzes the conditions of success of power privatization programs in this region.
