Les enjeux sectoriels du marché intérieur

Abstract

[fre] L'objet du présent article est de repérer au niveau communautaire les secteurs de l'industrie qui seront les plus sensibles à la réalisation du marché intérieur. L'idée directrice est que les secteurs les plus sensibles sont ceux qui sont actuellement les plus protégés par des barrières non tarifaires et où ces barrières limitent l'exploitation d'économies d'échelle ou permettent le maintien de larges écarts de prix pour les mêmes types de produits entre les États membres. Ces différents critères permettent d'identifier 40 secteurs industriels sur les 120 considérés qui seront plus directement concernés par l'échéance 1992. Ces 40 secteurs représentent 50 % de la valeur ajoutée de l'industrie dans la Communauté. Pour certains de ces secteurs, le marché intérieur offre l'opportunité aux entreprises européennes de s'affirmer sur le plan mondial : cas des secteurs de haute technologie et à forte croissance de la demande comme l'informatique et les télécommunications. Dans d'autres secteurs plus traditionnels et liés aux marchés publics comme le matériel ferroviaire et les équipements producteurs d'énergie, des restructurations sont probables parce que chaque État membre avait jusqu'à présent tendance à protéger son « champion national ». Finalement, dans des secteurs concernant notamment des produits de consommation courante (radio, télévision, électroménager, habillement,...), la réalisation du marché intérieur pourrait entraîner une mutation des circuits de distribution. [eng] The aim of this paper is to identify at a community level those sectors of industry which will be most affected by the White Paper measures. The assumption made is that the more sensitive sectors are those which are at the present time protected most by non-tariff barriers and those where such barriers limit the exploitation of economies of scale or permit the maintenance of large price discrepancies between Member States. By combining these different criteria, it has proved possible to identify 40 industrial sectors out of the 120 considered which will be particularly affected by the 1992 deadline. These 40 sectors account for 50 % of the value-added of Community industry. For some of these sectors, the internal market offers the opportunity to become a force at world level : such is the case with high-tech sectors in which demand is growing strongly (e.g. information technology and telecommunications). In other more traditional sectors linked to public procurement, such as railway equipment and power station equipment, restructuring is probable because each Member State has tended, up till now, to favour a « national champion ». Finally, in sectors which mainly involve basic consumer items (radios, television, domestic electrical appliances, clothing... ), the principal effet of the completion of the internal market could be a change in the system of distribution.
