Abstract

[fre] Résumé Le changement de régime douanier en 1892 s'est accompagné d'un grand débat national où les chambres de commerce ont joué leur rôle officiel de porte-parole de l'industrie et du commerce, au milieu de nombreux groupes d'intérêts souvent informels (sauf ceux qu'animait la Société des agriculteurs de France). Les chambres de commerce restent le domaine de la bourgeoisie d'affaires, c'est pourquoi le XXe siècle verra la formation de groupes de pression plus proches des préoccupations des classes moyennes et du petit commerce. Dans ce débat, le gouvernement a joué le premier rôle, tranchant d'abord en faveur de la suppression du régime conventionnel, puis limitant l'ampleur de la victoire protectionniste. [eng] Abstract The change in the French Customs System in 1892 became a topic of national interest, in which Chambers of Commerce played their official role as spokesperson for industry and trade, amongst a great many special interest groups, for the most part unofficial, (with the exception of the Société des agriculteurs de France). The Chambers of Commerce stayed attached to upperclass businessmen, which is why many pressure groups closer to the concerns of middle- class and small businesses saw the day during the 20th Century. The government, having the most powerful position in this debate, firstly ruled in favour of doing away with the conventional system, then limiting the extent of the protectionists' vistory.
