Les dividendes des politiques énergétiques à l'horizon 2000

Abstract

[eng] The dividends of energy politics - For ten years, France has lead a vigorous energy politics. The mini-DMS energy model has allowed us to simulate the macroeconomic consequences, following this effort. Two strategies have been envisioned that more or less accent the mastering of energy utilisation, but both of which involve an increase of investment relation to a less voluntary projection in which the effort for energy indépendance will be moderated, in both cases, growth, employment and exterior equilibrium are favoured. Admitting an increase in investment, one can always pose questions concerning its allottment; it is not necessarily the energy sector that will pay the most. Indeed, according to realised projections, it will be more efficient in the long run for industry, as long as a change of direction remains possibility in the case of a new petroleum shock. But the politic which gives priority to energy has less unstable results and permits a more autonomous growth of the French economy. Meanwhile, the projections don't take into account neither financial problems nor the capacity of public powers in calling forth industrial investments or the energy economics of its consumers. [fre] Depuis dix ans, la France mène une politique énergétique vigoureuse. Le modèle mini- DMS énergie a permis de simuler les conséquences macroéconomiques de la poursuite de cet effort. Deux stratégies ont été envisagées, qui mettent plus ou moins l'accent sur la maîtrise de l'utilisation de l'énergie mais comportent l'une et l'autre un surcroît d'investissement par rapport à une projection moins volontariste dans laquelle l'effort pour l'indépendance énergétique se modérerait. Dans les deux cas, la croissance, l'emploi et l'équilibre extérieur sont favorisés. Admettant un surcroît d'investissement, on peut toutefois s'interroger sur son affectation; ce n'est pas forcément dans le secteur énergétique qu'il serait le plus payant. De fait selon les projections réalisées, il serait plus efficace à terme dans l'industrie, d'autant qu'un changement de cap resterait possible en cas de nouveau choc pétrolier. Mais les politiques donnant la priorité à l'énergie ont des effets moins heurtés et permettent une croissance plus autonome de l'économie française. Les projections ne tiennent cependant compte ni des problèmes de financement, ni de la capacité des pouvoirs publics à susciter les investissements industriels ou les économies d'énergie chez les utilisateurs. En ambos casos, el creci- miento, el empleo y el equilibrio exterior se ven aventajados. . Admitiendo un acrecentamiento de inversion es factible, no obstante, interrogarse acerca de su afectaciôn; no es forzosamente en el sector energético en el que serfa mâs ventajosa. De hecho, segûn las proyecciones realizadas, fuere mas eficaz a plazo en las industrias, sobre todo que un cambio de orientaciôn permaneceria factible en caso de un nuevo golpe petrolero. Mas las polîticas que dan prioridad a la energfa producen efectos menos contrarios y facilitan un desarrollo mâs autônomo de la economfa francesa. . Las proyecciones no toman en consideraciôn, no obstante, ni los problemas de finan- ciamiento, ni la capacidad de los poderes pûblicos para suscitar inversiones indus- triales o ahorro de energfa por parte de los que la utilizan.
