Les soldes extérieurs de l'agro-alimentaire

Abstract

[spa] Los balances exteriores de la agricultura e industrias agroalimenticias - La agricultura y las industrias agroaiimenticias remataron en estos últimos años en un balance comercial de consideración : 3,3 mil millones de francos en 1979, 11,7 en 1980 y 21,1 en 1981. Presentamos a continuation dos aspectos de este reciente desarrollo : papel importante desempeñado por los productos agrícolas, especialmente cereales, en excedente; reorientación de los intercambios con destino a terceros países (la competencia interna en la CEE es de dfa en dîa mas acerrima). El artículo presenta también un nuevo aproche de la balanza exterior agroalimenticia : se trata de tomar en cuenta todas las importaciones necesarias para satisfacer a la demanda final de productos agroalimenticios (consumo de los hogares y exportaciones) para conseguir una nueva balanza titulada « balanza limpia ». Es factible entonces observar que la demanda final acude mis y más a productos importados, directa a indirectamente; tanto es asi que las exportaciones no dieron abasto, en 1980, para cubrir dichas compras en el extranjero. [eng] The Foreign Trade Balance of the Agricultural and Food Sector - The agricultural and food sectors have shown a major foreign trade surplus over the last few years : 3.3 billion francs in 1979, 11.7 in 1980, and 21.1. in 1981. There are two main aspects of this recent trend : the key role of agricultural products and particularly of gain in this surplus, and the reorientation of trade towards countries outside the European Community (as the competition within the EEC has become more and more intense). However, this article also proposes a new approach to the trade balance of the agriculture and food sectors; it consists of taking into account all the importations necessary to satisfy the overall demand for agricultural and food products (the consumption of households and exportations) in order to obtain a new balance, called the « real balance ». Thus, it can be observed that the overall demand relies more and more heavily on imported products, directly or indirectly, and that exportations, as a result, were in fact insufficient, in 1980, to cover these purchases made abroad. [fre] L'agriculture et les industries agro-alimentaires ont dégagé ces dernières années un solde commercial important : 3,3 milliards de F en 1979, 11,7 en 1980 et 21,1 en 1981. Deux aspects se dégagent : le rôle important des produits agricoles, et en particulier des céréales, dans l'excédent; la réorientation des échanges en direction des pays tiers (la compétition interne à la CEE étant de plus en plus vive). Mais l'article propose aussi une approche nouvelle du solde extérieur agro-alimentaire : il s'agit de prendre en compte toutes les importations nécessaires à la satisfaction de la demande finale en produits agro-alimentaires (consommation des ménages et exportations), pour obtenir un nouveau solde, appelé «solde propre ». On observe ainsi que la demande finale fait de plus en plus appel aux produits importés, directement et indirectement, au point que les exportations n'ont pas suffi, en 1980, à couvrir ces achats à l'étranger.
