Abstract

[fre] Les médiocres résultats de l'économie britannique depuis la guerre s'expliquent par ses rigidités intérieures, qui ont eu pour conséquence la crise de la rentabilité. Du fait de la force défensive des syndicats britanniques, la part des salaires dans la valeur ajoutée est restée à un niveau élevé sans que les diverses politiques menées, contrôle des revenus ou accroissement de la pression fiscale, n'aboutissent. Parallèlement, malgré sa faiblesse quantitative, l'investissement n'a guère été efficace; la sclérose de l'organisation du travail et l'étroitesse des marchés se combinant pour freiner l'adaptation de l'industrie à la demande changeante. S'écartant ainsi des modèles dominants en matière de production ou de consommation, le Royaume-Uni a été handicapé par des coûts de production plus élevés qu'ailleurs alors que le taux de change était durablement surévalué et que la stratégie implicite de spécialisation était inadaptée. Dans ces conditions le déficit commercial a été structurel, le marché intérieur a été largement pénétré par les productions étrangères et les pertes de marchés à l'exportation constantes. Reflétant les difficultés intérieures, les échanges extérieurs ont été décisifs dans l'évolution dite de « stop and go », dans le développement des cercles vicieux de crise. Celle-ci est devenue ouverte depuis 1970 avec l'effondrement de la rentabilité même si des facteurs de redressement se manifestent aujourd'hui. [eng] Exterior constraints and industrial decline in the United Kingdom - The rather average results obtained by the British economy after World War II can be explained by its own interior rigidities. These latter produced a crisis in profit-earning capacities. The defensive force of British trade unions assured that the part of the added value representing salaries remained at a high level ; at the same time, different policies, such as the control of income or the enlargening of fiscal pressures, were not able to move ahead. In a parallel development, and in spite of its quantitative weakness, investment was hardly efficient either. The hardening of the organization of work itself, and the narrowness of the markets, combined to slow down the industrial adaptation to on-going changes. Moving away from the dominent model of production or consumption, the United Kingdom was hampered by production costs that were higher than those of other countries. At the same time, the rate of exchange was continually over-valued and the implicit stratigies of specialization were maladjusted to the realities of the situation. Under these conditions, the commercial deficit was structural; the home market was largely invaded by foreign production and there was a constant loss of exportation markets. Exterior exchanges, which reflect these interior difficulties, have been decisive in the evolutionary pattern called « stop and go », as well as in the development of vicious cycles of crisis. The crisis itself has become more acute since 1970, with the collapse of profit-earning capacities, even if the elements of an economic recovery are coming to the surface today. Debido a la fuerza defensiva de los sindicatos británicos, la porción de los salarios en el valor anadido permaneció a nivel elevado sin que las diversas políticas llevadas a efecto, tal como control de los ingresos o incremento de la fiscal fa, hayan surtido efecto. Paralelamente, pese a su debilidad cuantitativa, la inversion no se verified muy eficaz; la esclorosis de la organización laboral y la estrechez de los mercados se fueron combinando para frenar la adaptación de la industria a la demanda mudadiza. Al partarse pues de los modelos imperantes, en materia de producción o de consumo, el Reino Unido se vió desventajado por costes de producción mas elevados que los de otros países mientras que el tipo de cambio estaba duraderamente sobrevalorado y que la estrategía implicita de especialización se verificaba inadaptada. En tales condiciones, el déficit comercial fué estructural, los productos extranjeros fueron penetrando holgadamente en el mercado interior y las pérdidas de mercados de exportación fueron constantes. Los intercambios exteriores, los que reflejaban las dificultades internas, fueron decisivos en la evolución llamada « stop and go », en el desarrollo de los drculos viciosos de crisis, la cual acaeció en 1970 a raiz del deterioro de la rentabilidad, si bien se manifiestan, hoy día, elementos de reactivación.
