L’influence de la PPE sur l’activité des femmes en France : une estimation à partir du modèle Ines

Abstract

[eng] The sensitivity of the female labour market in France to the prime pour l’emploi (earned income tax credit) is estimated using a structural model. The supply of female labour is discrete and maximises the utility of households with restricted budgets, taking into account women’s chances of finding work. Households’ available income for each set of working hours is estimated using the Ines microsimulation model, which assigns scaled statutory tax and benefit transfers to the households in the InseeTaxable Income Survey. The elasticity of labour supply to earned income is estimated to be 0.3 for single women and 0.8 for women with partners, and the prime pour l’emploi has relatively little impact. Key-words : labour supply, microsimulation, earned income tax credit JEL Classification : C5, H2, I3, J2 [fre] L’objet de cet article est d’évaluer, grâce à l’estimation d’un modèle structurel, la sensibilité de l’offre de travail des femmes en France à la Prime pour l’emploi (PPE). L’offre de travail des femmes est discrète et maximise l’utilité du ménage sous contrainte budgétaire compte tenu de leurs chances de trouver un emploi. Le revenu disponible du ménage pour chaque horaire de travail est évalué à l’aide du modèle de microsimulation Ines, qui impute sur barème les transferts socio-fiscaux de la législation française aux ménages des enquêtes Revenus fiscaux de l’Insee. L’élasticité de l’offre de travail au revenu d’activité est estimé à 0,3 pour les femmes isolées et 0,8 pour les femmes en couple et l’impact de la PPE demeure limité.
