Les aides aux jeunes adultes : réflexions sur les concepts et éléments de chiffrage

Abstract

[eng] Studies of redistribution are generally conducted from the standpoint of the household, ie, the set of individuals sharing the same dwelling. This unit of analysis is not perhaps the most appropriate for studying redistribution in favour of young adults and their families. We propose an alternative approach which enlarges the family circle, usually restricted to the household. The aim is to better evaluate the financial burden on parents of young adults who no longer live at home and to aggregate all the transfers from which they benefit. Using this approach, we analyse assistance to young adults and their families and compare the results with those that a conventional, household-based study would produce. [fre] Les études sur la redistribution sont habituellement faites sous l’angle du ménage, c’est-à-dire l’ensemble des individus partageant un même logement. Cette unité d’analyse ne paraît pas la plus pertinente pour étudier la redistribution en direction des jeunes adultes et de leurs familles. Nous proposons une approche alternative consistant à élargir le cercle familial habituellement circonscrit au ménage. L’objet est de mieux prendre en compte le poids financier que les jeunes adultes décohabitant représentent pour leurs parents et de faire masse de l’ensemble des transferts qui les concernent. Nous effectuons sur la base de cette méthodologie une analyse des aides en direction des jeunes et de leurs familles et comparons les résultats avec ceux que donnerait une analyse plus classique effectuée en termes de ménages.
