Consideratii privind pregatirea pentru dezvoltarea de orase inteligente: Comparatia dintre unele tari din ECE cu UE15 si Norvegia

Abstract

Ca urmare a transformarilor globale care tind catre o societate digitala, trebuie adresate intrebari cu privire la aspectele pozitive si negative pe care aceasta le aduce. Tarile din Europa Centrala si de Est (ECE) sunt de interes, deoarece au fost supuse unei tranzitii in cascada: au trecut printr- o tranzitie de la o societate de tip sovietic la o societate democratica si apoi s-au indreptat catre o societate digitala. In aceasta lucrare se prezinta, pentru Europa Centrala si de Est, Ungaria, Polonia, Slovenia, Bulgaria si Romania, comparativ cu UE15 si Norvegia, accesul cetatenilor la internet acasa si departe de casa sau de locul de munca. De asemenea, sunt discutate doua masuri pentru evaluarea pregatirii nationale pentru dezvoltarea de orase inteligente si anume viteza de adaptare a accesului la tehnologie si viteza de ajustare a accesibilitatii. Aceste rezultate deschid o noua directie de studiu; ar putea fi, de asemenea, examinate si altele dintre conditiile prealabile necesare pentru dezvoltarea de orase inteligente.
