Abstract

La tutela é, genericamente, l’attivitá di vigilanza e di controllo esercitata dagli organi della pubblica amministrazione nei confronti di alcuni enti pubblici, anche se non manca chi usa il termine come sinonimo di controllo di merito, in contrapposizione alla vigilanza o controllo di legitimitá. Nello stesso tempo, questo mecanismo permette di rispettare il principio dell’autonomia locale e d’ evitare l’intervento dell’amministrazione governamentale nell’esercizio degli atribbuzioni dagli enti locali
