Integración de las políticas de corto y largo plazo

Abstract

Muchos consideran que las políticas de corto plazo son antagónicas a las de largo plazo. Varios dicen que lo importante es el largo plazo. Otros señalan que la única política posible es la de corto plazo; y si el corto plazo no puede conducir al largo plazo, éste último es irrelevante. Por otro lado, Robert Solow en su discurso de aceptación del Premio Nobel dijo que la integración del análisis de corto plazo con el de largo plazo está todavía por hacerse. A pesar de esta advertencia, y de las opiniones divergentes, me atrevo a presentar aquí un intento de esa integración para el caso de la economía peruana actual.
