Value mapping social capital outcomes in state research and development programs

Abstract

Increasingly, American state governments sponsor research and development (R&D) projects as a stimulus for economic development. Many of the measures used to assess these efforts, such as jobs created or leveraged funds, offer an incomplete assessment of project impacts. This study explores the assessment of social capital outcomes from R&D projects. A measure of social capital is developed and applied using a value mapping approach to R&D evaluation. Value mapping is a qualitative impact assessment technique that has been developed recently specifically for the evaluation of sponsored research projects. The addition of a social capital indicator offers a richer understanding of the depth to which communities and/or regional industry is affected by a project. Copyright , Beech Tree Publishing.
