Some Aspects and Consequences of the Agricultural Price Interventions in Turkey

Abstract

This paper delineates the phases of agricultural pricing policies applied in Turkey since 1950 and examines the links between the phases and the effects of the interventions. It shows that both the sector-specific and economywide policies were biased against agriculture in the sense that they have extracted resources out of the sector. The government investment policy toward agriculture has only aggravated this bias. The burden imposed on the budget by the agricultural pricing policies has tended to increase with the intensification of the interventions, but declined with the initiation of the reform efforts in 1980.
