Cohérence des politiques

Abstract

La CE s’est systématiquement efforcée d’améliorer la cohérence de ses politiques au regard des objectifs de développement. L’initiative "Tout sauf les armes" est un exemple important de recherche d’une plus grande cohérence entre les politiques commerciales et de développement dans le cadre des relations extérieures. Plusieurs problèmes de cohérence des politiques subsistent cependant, en particulier à la charnière entre des politiques internes de la CE, comme la politique agricole commune et la politique commune de la pêche, et la politique de développement. Les nouveaux mécanismes institutionnels mis en place dans le cadre du processus de réforme de la CE contribuent à atténuer certains de ces problèmes. Il faudrait les améliorer encore pour faire face à des enjeux plus complexes.
