Abstract

The significance of in-company further education and training is undisputed, but national and international empirical studies have shown for years that the German enterprises take only a comparably middle position in their degree of engagement for further education measures. It appears to be particularly difficult for small and medium-sized enterprises (SMEs) to implement in-company further education in an adequate way. A look at the specific obstacles to in-company education and training, support (development of infrastructure and promotion of further training) and in recent times the much discussed variety of ‘counselling for qualification in SMEs’ underlines impressively the question of which tasks and functions would be best suited to any service offering advice on in-company training in SMEs in a framework of more public responsibility. To answer the question in detail the paper analyses the current state of research and puts forward the first recommendations.
