Makroökonomische Dynamik von Arbeitsmärkten. Ein Vergleich interner und externer Flexibilitäten in den USA und in Deutschland

Abstract

Der Arbeitsmarkt in den USA wird allgemein für flexibler gehalten als jener in Deutschland, sowohl hinsichtlich der Anpassung an konjunkturelle Wechsellagen als auch hinsichtlich des Strukturwandels der Wirtschaft. Den Veränderungen der Beschäftigtenzahlen gilt dabei gemeinhin das größte Interesse. Unsere Analyse bezieht Veränderungen der Arbeitszeit, des gesamten Arbeitsvolumens sowie der Arbeitsproduktivität in die Betrachtung ein - und setzt diese Faktoren in Bezug zu den Schwankungen der Produktion. Aus einer makroökonomischen Perspektive untersuchen wir Volatilität und Persistenz dieser Variablen in den Jahren 1990 bis 2009 für Deutschland und die USA. Dabei werden Aussagen über die externe Flexibilität in Form von Schwankungen der Beschäftigung sowie über die interne Flexibilität in Form von Schwankungen der Arbeitszeit und der Arbeitsproduktivität getroffen, auch mit Blick auf ihre Bedeutung während der jüngsten Finanz- und Wirtschaftskrise. Die Ergebnisse sprechen für ein hohes Maß an interner Flexibilität des Arbeitsmarktes in Deutschland. Es ergibt sich aus hoher Arbeitszeitflexibilität und verbreitetem labour hoarding. In den USA hingegen ist die externe Flexibilität stärker ausgeprägt. Dort vollziehen die Unternehmen Anpassungen stärker über die Anzahl ihrer Beschäftigten.
