Fiskalpolitik im Euroraum: Reformbedarf und Reformoptionen

Abstract

Auch wenn die Fiskalpolitik in der Europäischen Währungsunion (EWU) in der aktuellen Wirtschaftskrise im Gleichschritt und durchaus angemessen reagiert hat, ist die Bilanz der fiskalpolitischen Stabilisierung über das vergangene Jahrzehnt unbefriedigend. Da neue Erkenntnisse darauf hindeuten, dass eine Verbindung zwischen Konjunkturschwankungen und langfristigem Wachstumstrend besteht, sollte die EWU an einer Reform ihrer fiskalpolitischen Institutionen arbeiten. Die Autoren präsentieren eine Reihe von Vorschlägen zur Verbesserung der Stabilisierungspolitik in Europa, wie eine Veränderung bei den Auszahlungsmodalitäten von EU-Haushaltsmitteln und die Einführung einer E(W)U-Arbeitslosenversicherung.
