Individuelle Beschäftigungsfähigkeit: Konzept, Operationalisierung und erste Ergebnisse

Abstract

Die Erhöhung der Beschäftigungsfähigkeit ist zu einem eigenständigen Ziel aktivierender Arbeitsmarktpolitik geworden. Im vorliegenden Aufsatz wird ein Konzept zur Messung individueller Beschäftigungsfähigkeit vorgestellt. Es beruht auf einer Befragung von ALG-II-Beziehern zu zwei Zeitpunkten. Die individuelle Beschäftigungsfähigkeit wird bestimmt, indem zunächst Determinanten der Beschäftigungsaufnahme ermittelt werden und anschließend individuelle Ausprägungen der unterschiedlichen Aspekte von Beschäftigungsfähigkeit ihrem Einfluss entsprechend gewichtet werden. Die Ergebnisse zeigen, dass die individuelle Beschäftigungsfähigkeit im Durchschnitt höher ist bei Personen, die innerhalb des Untersuchungszeitraums eine Beschäftigung aufgenommen haben, als bei Personen, die arbeitslos geblieben sind. Gesundheit und individuelle Ressourcen prägen die Chancen auf eine Beschäftigung relativ stark. Die Konzessionsbereitschaft hat hingegen nur eine relativ schwache Wirkung. Insgesamt weisen die für ausgewählte Teilgruppen des Arbeitsmarktes gültigen Ergebnisse auf einen erheblichen Einfluss auch von strukturellen Faktoren auf die Überwindung von Arbeitslosigkeit hin.
