Liberalisierung und Privatisierung in Deutschland: Versuch einer Zwischenbilanz

Abstract

Der relativ umfassende öffentliche Sektor, der das "Modell Deutschland" in den Nachkriegsjahrzehnten gekennzeichnet hatte, wird seit den 1990er Jahren im Zuge einer beschleunigten Liberalisierung und Privatisierung grundlegend reorganisiert. Nachdem die Entstaatlichungspläne der konservativ-liberalen Koalition noch in den 1980er Jahren auf beträchtlichen Widerstand stießen, wurde der Übergang vom Leistungs- zum Gewährleistungsstaat durch mehrere Faktoren systematisch begünstigt: erstens durch die verschärfte Finanzkrise der öffentlichen Haushalte in der Folge der deutschen Einheit; zweitens durch die Liberalisierungsvorgaben des EG-Binnenmarktes; und drittens durch die Finanzmarktdynamik seit Mitte der 1990er Jahre. Im politischen Diskurs war dementsprechend eine Perspektive deutungsmächtig geworden, die in der Privatisierung öffentlicher Unternehmen ein geeignetes Mittel sah, um infrastrukturpolitische Investitionslücken durch die Mobilisierung von privatem Kapital zu schließen. In vielen Bereichen sorgen verschlechterte Beschäftigungsbedingungen, steigende Preise und Servicedefizite inzwischen aber dafür, dass die Privatisierung zunehmend kritisch betrachtet wird.
