Poverty, Jobs, and Subsidized Employment

Abstract

This economist argues that there are not nearly enough jobs in the United States to employ the poor. In fact, he believes the country is 5 to 9 million jobs short. He proposes government programs to subsidize such jobs and points out that such programs, contrary to conventional wisdom, have often worked in the past.
