Abstract

Schwindende haushaltspolitische Handlungsspielräume der politischen Entscheidungsträger, eine Verknappung und Qualitätsminderung des Leistungsangebots im Bereich der Daseinsvorsorge und die daraus resultierende wachsende Politikverdrossenheit der BürgerZur Harmonisierung des Leseflusses wird der Begriff Bürger synonym für Bürgerinnen und Bürger verwendet. haben vielerorts zu einem Umdenken geführt. Innovative Finanzierungsformen, die den Bürger in den Prozess der Planung und Leistungserstellung einbinden und zum Mitgestalter am eigenen Lebensumfeld avancieren lassen, zielen darauf ab, den Konflikt zwischen einer haushaltspolitisch opportunen und präferenzgerechten Leistungserbringung zu bewältigen. Dieser Artikel zeigt auf, welchen Beitrag hierbei die sogenannte partizipative Finanzierung im Rahmen einer synergetischen Kooperation zu leisten imstande ist.
