Abstract

„A Innovation Union” is, in fact, a Commission Communication to the European Parliament, Council, Economic and Social Committee and the Committee of Regions. Considered as emblematic for Europe 2020 initiative, „A Innovation Union” drawes the lines of a genuine structural reforms in financing the sector of research, development, innovation. A Innovation Union” is designed of the European Union’s oldest target: to catch up the major gap in research and innovation between EU and the economies of the United States and Japan. And there are gaps in the European Union itself regarding its approach to innovation. Noting the four classes of EU Member States, we note that any increase in terms of innovation is highlighted within the same four groups.
