[The possible achievements of renewable energy goals through cooperation mechanisms]

Abstract

Az Európai Unió megújuló energiára vonatkozó irányelve 2020-ra a tagállamok számára előírta a kötelező megújulóenergia-célok teljesítését. A legutóbbi, 2017-es adatok alapján azonban úgy tűnik, hogy számos tagállam esetében ezek elérése kérdésessé válik. A teljesítés előmozdítása érdekében az uniós irányelv alapján úgynevezett rugalmassági, kooperációs mechanizmusok használatára van lehetőség, ilyenek például a statisztikai átruházások, a közös projektek, illetve a közös támogatási rendszerek. A tagállamok azonban különböző jogi, politikai és adminisztrációs jellegű akadályok miatt mindeddig kevéssé használták ki ezeket a kooperációs formákat. Tanulmányunk ezen együttműködési lehetőségeket kívánja elméleti és gyakorlati szempontból bemutatni, valamint rávilágít a hazai megújulóenergia-célok elérésének nemzetközi kooperáció révén történő rövid és hosszú távú lehetőségeire.
