Abstract

Az 1997-es esztendőt a kormányzat egészen őszig a privatizáció záróévének hirdette. Az Állami és Privatizációs és Vagyonkezelő Rt. (ÁPV Rt.) szorgalmasan készült is a szükséges törvényi és intézményi változtatások körvonalazására és végrehajtására. Erre ugyan 1998 tavaszáig, a parlamenti választások előtt nem került sor, de a döntéshozóknak a választási ciklus által felállított két csapdát is sikerült kikerülniük. Az egyik a kampányszerű magánkézbe adás lassítása és lezárása akkor, amikor még tetemes nagyságú, elvileg eladható vagyon volt az ÁPV Rt. portfóliójában. A másik csapda az elosztásos módszerek széles körű alkalmazása, illetve a megmaradt állami vagyon kiárusítása lett volna a mesterséges gyorsítás érdekében. Noha az utóbbi irányzat néhány eleme 1997-ben is felbukkant, még az utolsó időszakban is új megoldásokkal gazdagítva az amúgy is fordulatos történetet, erre az évre az eladás, sok helyütt a magas árfolyam, s így a terveket lényegesen meghaladó bevétel volt jellemző. Elemzésünk erről a pontról indul, nem mintha ezt tartanánk a privatizáció egyetlen vagy akár legfontosabb sikerkritériumának, hanem pusztán a kifejtés logikája miatt: az összefoglaló adatok bemutatása adja meg a keretet a mögöttük meghúzódó folyamatok bemutatásához.
