Távközlési reformok
[Reforms of telecommunications]

Abstract

A cikk a hazai távközlési reformok során kialakult helyzetet értelmezi és értékeli. A jelent elemezve, az a következtetés adódik, hogy ma minden együtt van, ami a sikeres távközléshez kell: az igény, a tőke és a korszerű technológia. Noha a kialakult szituáció elméleti alapon nem nevezhető optimálisnak, mégis az adott körülmények között valószínűleg ez volt a praktikusan lehetséges legjobb megoldás. Fontos eleme a mai helyzetnek, hogy a befektetőkre kirótt fejlesztési kötelezettségek üzleti értelemben irracionálisak, miközben a választott privatizálási módszer egyben az üzleti kockázatok privatizálását is megvalósítja. Ez a tény egyidejűleg jelent "beépített" hajtóerőt a távközlés fejlesztésében és az üzleti kudarc esélyét a vállalkozók és - ezen keresztül - a fogyasztók számára. A jövő szempontjából még nem lehet a helyzetét egyértelműen megítélni. A technológiai és a nemzetközi tendenciákat figyelembe véve, arra kell számítani, hogy a mai helyzet nem lesz "jövőt álló", és a beépített dinamizmusoknak (a privatizált kockázatoknak) köszönhetően tovább fog változni. A továbbfejlődés kulcskérdése valószínűleg az, hogy az állam hogyan találja meg a megfelelő szerepet a szabályozásban, és a részben objektív, részben pedig nem szükségszerűen felmerülő problémák kezelésében, illetve hogy képese a várható távközlési piaci mozgásokat "rásegíteni" az általános trendek hullámaira.
