Consideraciones sobre la nucleoenergía y sus perspectivas en México

Abstract

La tecnología utilizada para generar electricidad a partir de la energía nuclear ha evolucionado. Ante la necesidad de emplear fuentes de generación limpias que reemplacen o complementen a las de origen fósil, este trabajo hace un análisis de los avances y condiciones de desarrollo de la nucleoeléctricas en el mundo y de las perspectivas de crecimiento en México, dado el nuevo entorno de mercado estructurado a partir de la Reforma Energética de 2013. Los avances tecnológicos internacionales en materia de reactores de energía nuclear representan una alternativa potencial para generar electricidad limpia, empero deben ser impulsados por políticas públicas en naciones en desarrollo. Ello aplica a México en donde se preserva el monopolio estatal del manejo de la núcleoelectricidad en la apertura de su mercado energético a la iniciativa privada, en un entorno de dependencia de los ingresos petroleros, ineficacia para cobrar impuestos y el nivel de endeudamiento público. / The technology used to generate electricity from nuclear power has evolved. Given the need for clean generation sources to replace or supplement those of fossil origin, this paper analyzes the progress and development of the nuclear power in the world, and in particular in Mexico, given the new scheme structured in the Energy Reform of 2013. The international technological advances in nuclear power reactors represent an alternative to generate clean electricity, however they should be driven by public policies in developing countries. This applies to Mexico where the nuclear power electricity monopoly is preserved in the context of the opening energy market to private sector, which is framing by the government dependency of oil revenues, inefficient tax collection and high public debt.
